This Hawkeye ally is tremendously strong. He shares most features with the Core Set Hawkeye, but rather than have to wait for minions to be drawn, this one can go machine gun mode immediately with another ally or two at the table. All added up, 8 damage, 2 thwart and a block is way above the curve for a 4-ER play, as long as you have minions to damage. He was also given the S.H.I.E.L.D. trait in addition to the Avenger trait this time, opening room for him in multiple team-based strategies. Hawkeye will be at his best in higher player count games with higher probabilities of minions and more friendly allies who can thwart, but I am more than happy to play him solo too with 7-8 other allies. High value, high tempo, and relevant traits make Hawkeye a new Justice all-star.

By himself alone, he is 4ER for 3 times 1-THW and 3 times 2-dmg (to minions), for a total of 3 THW and 6-dmg in 3 rounds
If we use another ally to thwart for the last arrow (or we improve him with S.H.I.E.L.D. Deputy or alike), his total raises to ~3-4 THW and 8-dmg in 4 rounds
If we use his last hit point to chump blocking the villain, we have 4ER for a total of ~2-3THW and 4-8dmg in ~3-4 rounds
His dependability of extra allies to hasten his arrow usagement impairs him, as his advantage in damage distribution is countered by its limitation to minions only; plus a slow tempo of ~2-3 rounds.
The only interesting thing is himself being both AVENGER and S.H.I.E.L.D., meaning he can get discounts from both Avengers Tower and Government Liaison (plus other small tribal benefits)
Is he still worth? I believe that, most of the times, he is not. But can have its niche.
