This is an 'archetype' that I'm not quite sure works, and if it does, it probably needs more expansions to play optimally. So far, I've only got core, Scarlet Witch, and Rise of Red Skull. I'm eagerly testing this one though, since I think it has potential.
Basically, most Leadership decks I see revolve around either swarms of cheap allies (supplemented with an increased ally limit and liberal chump blocking) or buffing a few strong allies heavily (supplemented by permanents like Sky Cycle). But with cards like Goliath and Last Stand, I noticed the potential for a different kind of Leadership deck: one where you buff your units temporarily, knowing they won't stick around long, and then Make the Call to do it all over again.
Black Panther seemed like an obvious enough pick, since he has a lot in the way of resources, and this could potentially be a pretty expensive deck. I'm not sure if it's actually better to play this kind of deck with cheap allies, expensive ones, or a broad range, but Vibranium at least gives us flexibility to keep our cost curve a little higher. Cheap allies seems like the obvious answer, since they're gonna die anyway but then, Goliath + Last Stand is one of the strongest synergies, and he's pretty expensive, so I'm a little inclined to just lean into it, hence the abundance of resource cards. Really, I think the correct answer might not be to focus on cheap /or/ expensive units, but instead just the ones with the best stats per cost.
As of yet, I don't really have enough expansions to put in whatever ally I want, so I'm starting with a full roster and investigating which ones find the most value. With Make the Call, it's not as scary to pitch them for resources, and having a bunch means a lot of flexibility when you do play MTC.
Some hypothetical inclusions are any hero with a "when played" or temporary effect like Miles Morales and Squirrel Girl, or just cheap bodies with good stats like Wonder Man and Ant Man.
