The basic approach with this deck is to use Beat Cop and Under Surveillance to keep threat under control, while you use your various upgrades to confuse the villain so you have time to get the rest of your upgrades down. I tested this successfully against The Hood in standard.
Side schemes can be knocked out quickly with Spider-Man or Jessica Jones. Rocket Raccoon can be swapped for any ally of choice.
Added Pulse Grenade and Sonic Rifle so there's more weapons to help you not discard too much during setup. Sonic Rifle and Concussive Blow can be used to confuse the villain for safe changes to alter-ego form.
