This is a pretty straightforward Cap SHIELD deck but it should run with excellent cost efficiency.
With a Helicarrier, 3 Government Liasons, 3 double resource cards and 2 Super Soldier Serums, Cap should not be lacking for being able to pay for cards, especially since half the cards in the deck can use Government Liason. This will free Cap up to play his identity cards more often for attack and defense.
Surveillance Teams and Justice Served (once it is out) combine with Homeland Intervention, Heroic Intuition and Fearless Determination, will allow Cap to knock schemes down to 4 or less threat, then have Cap Thwart the rest away, untap, and then attack or thwart again.
The SHIELD allies have a couple of sidearms to improve their attack, and have Field Agents to help them stick around and use their sidearms longer.
