I really like Hulk Justice for solo-play. Below are some things I noticed with your list and some suggestions.
Spycraft might be really hard to play when you have only the one spy character. Either I'd add at least Coulson and perhaps even Nick Fury or more reasonably probably; I'd just drop them.
Also you currently only have 9 targets for Power of Justice, making it a shaky addition to you deck. including Coulson would of course bring that number to 10 which is still on the low end but better.
