That villain is gonna have a hard time getting anywhere given how stunned it is! Stun the villain all the time. Tackle to Stun. Iron Fist to Stun. Mass Increase to block and Stun. Jocasta to get Mass Increase back (and 616 Hickory Branch Lane to get Jocasta back).
If you can't stun, get some Toughness out there.
And when you defend, might as well do a little extra damage with Electrostatic Armor and Energy Barrier.
