Hawkeye has 2 weaknesses:

1. Low Thwart
2. Low Survivability

This justice deck fixes both of those problems, and leans into Hawkeye's strength of high damage. The basic idea is to use your 3 attack to confuse/stun with upside the head. This allows Hawkeye to safely flip to alter-ego and recover to keep the HP high. There are a lot of allies to block, and Beat Cop mitigates both threat and minions. Use the strong justice cards and allies to stall while you find Expert Marksman and Hawkeye's Quiver. Once you have a couple Beat Cops on the table, with Under Surveillance on the main scheme and a steady flow of allies, you can start picking off the villain with our ranged arrow attacks.
