For Jubilee's cards, the trio of X-Gene + Clarity of Purpose + X-Jet + "Like, totally!" should guarantee you hit the "different resource" kicker on her cards. Endurance increases her hit points for Clarity of Purpose usage, since she starts with a meager 9.
Outside of her hero events, she will lean into Hit and Run and Multitalented, ideally via Power in All of Us to guarantee you get the varied resources necessary for her Coat and Sunglasses to trigger off of it.
When you do have to go heal, you might need to take a few turns to do so. Ready to Rumble will help you be ready to use your hero ability to generate a resource the turn you flip back up to hero form.
This deck will keep 3 allies to support Jubilee, especially on her down turns when she has to heal. Wolverine gets a copy of Inspired and Danger Room Training so in a pinch, he can thwart for 3 every turn while X-Mansion keeps him healed. When you're ready, Wolverine can swing for 5 with piercing (twice with Team Training). Deathlok also comes in with Inspired, and attacks or thwarts where needed. Storm will make use of Shopping Spree as a bank for all the extra threat as part of her ally action, making her an effective 4 THW ally for the rest of the game. Hope you didn't need anything at the mall!
When Deathlok and/or Storm run low on hit points, play Mutant Mayhem to replay them (with Deathlok grabbing that Inspired back) to heal them to full. Between that event and Wolverine's built-in healing, you should be able to keep all three out all game.
This is where Stepford Cuckoos comes in, as Jubilee's nemesis cards have a chance to take those allies away. Use them to make sure you never draw Shadows of the Past or anything else that might endanger those allies of yours.
