Inspired by WH episode 88!
Hulkling excels in justice, and Even the Odds can help him clear side schemes to trigger Chance Encounter, a popular way of recurring Wiccan to hand.
Even the Odds can be inconsistent when side schemes aren't in play, so use One Way or Another to grab one from the villain deck, or put a player side scheme in to your hand with Manifold. The deck is stacked with energy resources too, and Quincarrier will guarantee the needed resource.
Since we are going to be leaning in to side schemes, Followed can help with damage in this justice deck, and Turn the Tide can combo with the damage from Even the Odds and Hulk Shape. Justice Served can ready Hulkling up when a side scheme clears.
Hulk Shape would be a great choice to make the deck an all-rounder. Lean into hulk shape for damage, and use events to thwart. Or, if you need to lean in to thwarting, Winged Shape might be the way to go (with Hulkling, I often start in Winged Shape to get early board control, then pivot to Hulk Shape to finish the villain off). Heroic Intuition would be a nice addition to this deck, although I decided not to include it since I was up to 42 cards.
