Butterfly Effect

Training Regimen tutors the Justice and Basic cards with the Skill trait:

Float Like a Butterfly, Heroic Intuition, Operative Skill, Making an Entrance, Sense of Justice, Skilled Investigator.

The Psi-Katana grants Psylocke's basic attacks piercing, which is a consistent opportunity for Directed Force, another Skill.

The allies provide additional confuse to the villain (Dazzler, Professor X) or minions (Banshee, Eros). Cypher supplements the card draw from Skilled Investigator.

Speaking of card draw, clear Specialized Training to become the Surveillance Specialist, which along with Heroic Conditioning and Heroic Intuition, brings Psylocke's basic THW to a maximum of 6 if both weapon upgrades are Psi-Knife.

In multiplayer, you can take fewer copies of Operative Skill and more of Float Like a Butterfly or Skilled Investigator to hand out to other heroes.
