Nebula does not wait for problems to appear. She chooses them herself — and already has a plan for dealing with them.

One Way or Another is the heart of the Justice package. Search for the side scheme that best suits the situation, put it into play, and draw 3 cards. What would normally be a liability immediately becomes another opportunity for Nebula.

Overwatch turns that control into efficiency. Attach it to one scheme, make a large thwart somewhere else, and duplicate that threat removal where it is needed most. Even the Odds can spread threat removal across the entire table while rewarding multiple side schemes, while Team Investigation provides reliable removal when a scheme simply needs to disappear.

And now there is a payoff for finishing the job.

Waylay gives Nebula the offensive punch the deck was missing. After Nebula thwarts, it deals 4 damage — or 7 damage when that thwart removes the last threat from a scheme. The deck already wants to create, manipulate and defeat side schemes, so Waylay doesn't ask Nebula to change her game plan. It rewards her for executing it.

Command Center adds another source of damage whenever an ally delivers the final thwart, allowing the deck's threat-control engine to steadily turn into offensive pressure.

Grapnel Launcher gives Nebula an emergency solution when normal rules get in the way. Discard it to make a boosted basic thwart without exhausting — even if Nebula is already exhausted — while ignoring Patrol and Crisis. When a specific scheme needs to die, it dies.

Meanwhile, Nebula's Technique upgrades build a second layer of planning. Cutthroat Ambition, Evasive Maneuvering, Wide Stance, Weapons Master and Unyielding Persistence prepare future turns, while Combat Ready accelerates the engine and keeps Techniques cycling through the deck.

Lethal Intent turns that preparation into immediate action, allowing Nebula to trigger exactly the Techniques she needs, in exactly the order she wants.

Gamora, Venom, Jack Flag, Quasar and Eros provide a flexible Guardian crew and additional ways to control the board while Nebula prepares her next move.

The deck even abandons the traditional basic double-resource package. With a low cost curve and a heavy concentration of Justice cards, The Power of Justice supports the deck while those extra slots are devoted to cards that actively advance Nebula's plan.

This deck deliberately creates problems because Nebula knows something the villain doesn't:
