Third time is the charm on the edit for this deck. After removing the Avenger only cards inspiring presence and united we stand. I added in x2 Ready for Action and another First aid.

This leadership deck is designed around buffing allies and keeping them alive to bring the pain and also to keep the pressure off Rocket while he does big damage with his guns and tech cards.

Included a few healing cards to help keep the allies away and a few cards to help boost Rockets attack power. also lots of upgrades to beef up Iron man and the others. Groot will be in the deck to mainly block with is high HP of 6. He heals 2 after each defense. You can also boost up his health with Reinforced Suit to 8 and team training to 9. This will make him a really valuable chump blocker and also insure he stays in the fight. You can also use Ready for Action to give him Tough cards and avoid even more damage.

I hope there is enough damage cards in this deck to help Rocket out. What would you include or take out to make this a strong deck?

Both Sky Cycle and Power Gloves are only for Avengers, and you have 3+Call for Aid to get them... I would add U.S. Agent instead if the Sky Cycle, and change one the Power Gloves for War Machine, giving you another two defensive specialists. You could add some Teamwork instead of the Morale Boost, to make use of their numbers when attacking/thwarting with Rocket.
