This deck focuses on recursing Maria Hill for your team. Your second job (apart from giving cards to everyone) is thwarting.

Thanks to his ability —Constant Training— he can choose to pick Rapid Response from his deck (sadly, it's only for TACTIC "UPGRADE"). And again, thanks to his 3 copies of Tactical Brillance he can pick Rapid Response or Regroup back from the discard pile.

Once you get his Field Commander out, Regroup will prove itself to net your team 1 card each (or even more if your team uses an ally to block an attack which results in getting more card!), every time. Maria provides you with 2 threats removal and 1 block (If not from Rapid Response).

Or you can trigger Rapid Response in your own turn (suppose you have Field Commander down already) to net 1 more card to each player.

Even if you don't get Field Commander out in time, there are Government Liaison to get Maria Hill down out of your turn.

Worry not, if you have those necessary cards in hand or deck, his Priority Target is a great target to pick for your teammate, attach it to a minion and maybe help your friend by Optic Blast them to weaken them a bit and let your friend finish them off for sweet sweet 2 cards draw.

Honorary X-Men is there to make use of Uncanny X-Men whenever you are in alter-ego

Make sure to utilize Uncanny X-Men before summon Maria Hill.
