This is a Confusion build. Your holy grail of a combo is when you have Float Like a Butterfly, Prism Dust, and Chamber in play. Then you play her Hunted to pull out an enemy with up to 5 HP. Once Prism Dust triggers it will be confused and damaged. This will allow Chamber to do 3 damage to it for 0 consequential damage. Cards like Banshee will help make sure minions are confused for Chamber or Cypher while also keeping threat down himself. If you have at least one (but ideally three) enemies engaged with you, Concussive Blow will let you KO a 4 HP enemy for a reduced cost with her Cat's Head Amulet in play. Operative Skill is included to make her Feline Senses trigger more consistently. Informant allows her to flip down more in order to do big heals with Down Time in play. To assist her in surviving that long I've included an Endurance to increase her survivability. First Aid can be used for self heal in a pinch or to keep Banshee in play longer. You'll notice that I haven't really done much to make her thwart much better. That's because she'll be clearing threat with either Stealth Strike or Interrogation Room. When playing with a partner they should be able to balance out the odd threat she doesn't clear since she'll be handily clearing the board of minions.

If you hate the 2 extra cards Front Organization and Operative Skill can easily be removed. Front Organization is just a great way to prevent a key part of your kit from being disassembled, but there should be enough on your board that you can get rid of one of the preparation cards instead. For gameplay tips I've found that sometimes is better to not kill all of the enemies Infront of Tigra. It they are stunned or confused leaving them in front of you won't do anything and then next turn you can get a free energy and/or an additional threat cleared with her Precinct HQ.
