The idea for this deck came about because I like to have two heroes prepped for each of the four core aspects and I'm trying to play all my characters four times minimum. I just wrapped up a protection War Machine deck so I needed a protection deck.
The first thing I thought of is: she's one of three psionic characters, I need to lean on Pionic events. This means a deck that relies on Psi-Flail Strike and Psychic Misdirection.
Psi-Flail Strike is really easy to use. You just need to already be defending. In case this is the only defense event in hand, I'll need to basic defend which means I also want Armored Vest and Defensive Conditioning.
Psychic Misdirection is the more interesting psionic event. I need to have a second enemy in play in order to play this card, so that means I need a way to make that happen. "Come Get Me, Bub!" is one of the best minion pulls in the game, so it was a no brainer to include that as well. With the HP and tough from Come Get Me, Bub! you can even let a low impact minion in play while you wait to draw Psychic Misdirection. To go along with that, Anticipation allows Psylocke to do something, pull a minion, and then do something else.
Since I was already running on a damage theme, Riposte and Change of Fortune seemed like natural fits. Change of Fortune especially is a game changer for Psylocke since she has a 4 card hand. Ops Room is also useful for allowing Psylocke to trigger that rider on Riposte and so she doesn't have to switch her weapons as often.
Hidden Base takes out some of the sting of flipping down and gives time for more setup of other cards.
Psimitar is good here just because there is an excessive amount of psionic events here.
The Power of Protection because a bunch of the green cards in this deck cost 2.
I love psychic misdirection! Did you consider Ready for a Fight to make use of that card even when you flip down?
