Hercules can be a swungy hero, depending upon the order you draw your labors. And that can depend upon what the scenario is, what options you have for labor minions or side-schemes, etc. But I do see Herc as having two very powerful advantages; first his cost curve is pretty crazy. He has four upgrades and one support that all cost zero! You can just put them on the table. On top of that, his other two upgrades only cost 1 each, so he is really easy to build as you go. Which is good, because with the labors, you are going to want to devote most of your resources to completing those.
His second major advantage is having probably the BEST ally in the game! Amadeus Cho is an Avengers Mansion that costs half as much or might even get tutored for free by a labor. But because he is an ally, you can ready him! Make him an Honorary Avenger and give him the Sky Cycle, and then he is drawing you two cards a turn! That effectively gives Hercules a 6 hand-size! You can also turn him into your Sidekick and suddenly Side-by-Side becomes yet another card for the turn along with readying Hercules. The shenanigans with Amadeus are incredible.
Have I mentioned that I think Hercules is an activating Hero as opposed to an event hero? Especially early game when his events are priced out except under desperate circumstances. Hercules carries his power in his big Atk stat which can go toward beating two of his three labors. So readying Hercules needs to be the strategy. His high HP helps by giving him access to Limitless Stamina and making Amadeus Cho your Sidekick and using Side-by-Side is another ready.
Honorary Avenger + Sky Cycle, great combo!
