The idea behind this deck is to be a support character in a four-player game that manipulates the encounter deck in the players' favor with Global Logistics. You can keep pulling Global Logistics with Tactical Brilliance. Intelligence serves a similar purpose.
There are a fair number of SHIELD cards to make sure that Global Logistics will be usable, which also reduce threat. The deck also has allies primarily used to remove threat, and Mission Training to keep them up longer.
Most of the relevant cards (other than Tactical Brilliance) can be played in alter-ego, so Disguise is included to help keep threat down if you stay in that form.
If you want to thin the deck to 40, you could cut Overwatch and Heroic Intuition easily, as they do require you to be in hero form. One of the Honorary X-Men might be the best choice for the final card, or one Wolverine, who is included primary due to his value.

I rarely pay attention to the traits on cards until I'm building for a specific hero, so I never noticed that Global Logistics has the TACTIC trait. Great idea for a Cyclops build-around!
I commend you for not adding every color of the rainbow with your allies (but I might actually trade Marvel Girl for Pixie). I'll give it a try, but I might also try to make room for Game Time!
