This is a Vision deck that wants to manage the villains attack (hopefully not taking) too much damage and defend against minion attacks to trigger retaliate + Excelsior + Electrostatic Armor to kill the minion and draw 3 cards (via Unflappable and Change of Fortune). Once setup, you can also defend the villain's attack to trigger the damage as well, but if there are minions in play, they should be the priority so you can get cards and avoid their damage. A fully setup Vision can do 5 damage by defending attack which is enough to kill many minions. For minions that have more health, just try getting some damage on it prior to the villain phase.

Defensive Conditioning is a great new defense upgrade that gives extra hit points and allows a 2-defense here to become a 3-defense hero. This is great because there's very few minions that have above a 3 attack value. The extra hit points from Defensive Conditioning + Endurance + Front Line Specialist means that Vision could get up to 21 hit points. Being that this is so high compared to his base hit points, Dauntless looks pretty attractive. Especially, when you consider that you have this retaliate in Intangible mass form. When combined with Vision's Cape, Vision can have Retaliate 2 in Dense mass form.

So, how are we hopefully not going to take soo much damage from the villain? First off, we have the excellent Mass Increase to prevent damage and stun the villain. We can also get Mass Increase back via Jocasta or Density Control. Since Vision can change forms and stay in hero form (via changing mass forms), Perseverance works very well for him. "Come Get Me, Bub!" is a quintuple (?) all-star: it's free, it gives a tough to you, it heals you (keeping that Dauntless active, it finds a minion (not bad because you have intangible form and you want to kill minions due to your card draw via Change of Fortune/Unflappable), and Patriot will get tough if he's in play. The only reason there is not 3 copies is because some scenarios are light on minions and even if they aren't, you don't want to enable acceleration too much. Other allies can also block for Vision... the aforementioned Patriot can do so multiple times. Even if you do take some damage, Vision can have a pretty massive 5 recover stat while recovering in Dense mass form.

There are other heroes that have an easier time with getting retaliate up and running rather than having to find and play a 2-cost upgrade that will only allow the retaliate to work in a specific form. So why use this build with Vision? Vision can thwart very well based on the cards in his kit. He has 3 copies of Solar Beam which can thwart 5 (enough to do Specialized Training in one shot in solo), he has 2 copies of Just Passing Through. He can get these thwart events back via Density Control. Vivian can thwart 3 and be recurred via 616 Hickory Branch Lane or readied + healed via Reboot. If there is no Vivian in sight, you can Reboot yourself in Intangible mass form for healing (which helps with Dauntless) and it can allow you to thwart again. Additionally, every ally other than Patriot, can thwart for 2+ then block or thwart 4+ if you don't need them to block. That seems to be more thwarting capabilities than what Captain America or Black Panther has in their kit. It's also useful that Vision has a wild resource generator kit and is an Avenger, so he can get a second one via Quincarrier. With 2 wild resource generators, it should be easy to to trigger Excelsior.

Hopefully, you like the deck and will give it a try :)
