4 cards were swapped compared to the Inspiration Deck to adapt the deck to more ideally suit a 4 player game:

-1 Under Surveillance
-2 Foiled!
-1 Spycraft
+1 Lay the Trap
+1 Team Investigation
+1 Counterintelligence
+1 Gambit

Under Surveillance is a bit underwhelming in 4 player because the increase is not multiplied by player number. Instead, I swapped in Lay the Trap because that reward is multiplied by player number for 20 damage with 4 players. I also swapped in Team Investigation because the threat removed is also multiplied by player number and can set off Lay the Trap in 1 fell swoop. With 4 players, that combo deals 20 damage by spending 3 resources.

3 copies of Foiled! felt like a bit much, especially with the villain usually scheming exclusively against you, while just attacking the other 3 players in their hero forms. A lot of the troublesome encounter cards exclusively have a star boost ability icon anyway, and unfortunately "A star icon is not itself considered a boost icon" (page 8), making it unaffected by boost icon cancellation. I scaled Foiled! down from 3 copies to 1 copy to make room for a 3rd copy of Counterintelligence because it is a Preparation that meshes well with the deck and will wait for me to need it, while Foiled! has to happen to be in my hand at the right time. Counterintelligence can also trigger from any instance of threat being added instead of specifically boosted scheming, making it more likely to be useful throughout other player turns. I also added Gambit to give the deck a bit more damage, and he can intercept a dangerous upcoming boost card in a fun way that makes use of it.

Spycraft is great for the worst counter cards, but I scaled those down from 3 to 2 copies because

  1. It cannot trigger off the encounters of other players.
  2. The next revealed encounter often might be worse.
  3. Milling the deck too often will just bring the next acceleration token sooner.
