The main hook for this deck is to exploit the ability to play Get the Scoop multiple times a game and to get multiple benefits from clearing it. Both J. Jonah Jameson and Manifold can grab Get the Scoop. Once in play, add Chance Encounter or Followed to get a bonus beyond the tucked card. Then use Skilled Investigator for card draw.
This is designed primarily for 2-player. I haven't tried it solo, though with the Justice aspect and Web-Warrior allies, it's probably feasible.
Damage potential: Inconsistent/Bursty
Obviously Swinging Silk Kick is the big source of damage and there are 3 of them. Ghost-Spider, Spider-Man and Followed can deliver some damage as well. Benefits from Spider Claws will depend on how you prioritize your basic actions.
Thwart potential: Solid
This won't manage all the thwarting for 3+ player game, but it can manage side schemes fairly well with J. Jonah Jameson, Multitasking, and some ally help. Wallcrawl is very efficient when you can discard a card, but there are only 2 copies, so manage your tucked cards so that you can get the most out of it. Quick Quip is included to help flip to alter-ego, since Silk has some strong alter-ego supports. However, this is a pretty flexible spot. There are other ways to confuse the enemy (Concussive Blow, Sonic Rifle) that you might consider. Or if needed, consider other thwart/attack events for your playstyle or to meet the encounter.
Damage mitigation: Solid
Silk's natural 3 DEF means she doesn't have to take a lot of damage from enemy attacks. Some allies ( Spider-Man, Manifold, Madame Web) are solid chump targets.
Ally support: Moderate to Strong
While all the Web-Warriors have clear roles, Manifold is here to help grease the gears of the Side Scheme clearing bonus gimmick. Madame Web can help optimize Smooth as Silk. All the others can help with damage and thwarting.
Economy: Fair
Helicarrier and Deft Focus are straightforward cost mitigators. All 3 double resources and a The Power in All of Us are here for the 2-3 cost allies and upgrades. Skilled Investigator and Web of Life and Destiny may help with card draw, as well as Cindy's alter ego ability.
Other notes
Silk already has some good interaction with the encounter deck, between peeking at cards with Get the Scoop, swapping encounter cards with Eidetic Memory, and tucking cards with her Silk Sense, which can be used for bonuses, but can also be held to prevent bad encounter cards from returning to the deck. Madame Web and Going Undercover also give you more ways to influence the encounter deck.
